H.E. Bamir Topi
Republic of Albania
Tirana, Albania
Your Excellency:
As reported today by Reuters, the massive explosion at the munitions warehouse in Albania is a great tragedy as I understand that many innocent people were severely injured and a number were killed. My prayers go out to their families, and the Albanian and American governments should do everything possible to help the victims and their families at this time of emergency.
Your office must also act to immediately determine the cause of the explosion. Was this just a horrible accident? Could it have been avoided?
It is my understanding that some of those implicated in the illegal munitions deal that I wrote you about on March 12 are in some way affiliated with the warehouse that was the scene of today’s explosion, and the munitions that caused the explosion were in the process of either being modified and/or repackaged. Furthermore, there are persistent rumors that senior government officials, including the Prime Minister and one of his relatives, are in some way implicated in this business. Several of these individuals have been previously implicated in the recorded telephone conversation between the President of an American company (that was procuring ammunition from the Albanian government as part of a $300 million contract of behalf of the U.S. Government) and a local Albanian contractor that was providing services to the American company. As I informed both Ina Rama and you, I have a copy of this recording in my possession.
On October 9, I wrote to Ina Rama about what I believe was an illegal munitions deal involving the American contractor, Albania’s Ministry of Defense and a Cyprus-based company. I also wrote to your office on March 12 to request that you pressure Ms. Rama to take action. In my correspondence I informed both Ms. Rama and you that I have extensive information on this matter including the recorded conversation; however, as of this date I have not received a response from either Ms. Rama or you.
In light of today’s tragedy, I am asking you again: when will this matter be investigated so that any and all of those who may have been engaged in illegal activity may be brought to justice? Also, did this illegal activity in any way, directly or indirectly, impact today’s explosion that resulted in death and injury?
Your immediate response is requested.
Respectfully,
Gary Q. Kokalari
