Serbia ruling coalition collapses


Serbia's Prime Minister Vojislav Kostunica has said his coalition has collapsed and is calling for elections.
The move follows his failure to get his cabinet to reject closer ties with the European Union in the wake of Kosovo's declaration of independence.

Mr Kostunica, a nationalist, has described the decision by EU states to recognise Kosovo as illegal.

Serbian President Boris Tadic has said he will call elections, but did not set a date for the poll.

"I respect the prime minister's decision that he is no longer able to lead the government of Serbia and when I get the government's decision, I will call an election," he said in a statement.

"Elections are the democratic way to overcome political crises and the people are the only ones who have right to decide which is the way forward for Serbia."

Secret plan

Mr Tadic says Belgrade will only be able to defend its right to Kosovo if it joins the EU.
Kosovo declared its independence from Serbia on 17 February.

The United States and major EU countries have recognised it as independent.

Serbia, backed by its ally, Russia, says it will never accept an independent Kosovo.

The government in Belgrade has allegedly agreed a secret plan against Kosovo and countries that recognise it.

It is unclear what it contains.

Mr Kostunica's Democratic Party of Serbia (DSS) split with its coalition partner, the Democratic Party (DS) of Mr Tadic, over policy towards the EU in the wake of Kosovo's independence declaration.

The outgoing prime minister has maintained that ties can improve only if the EU rejects Kosovo's declaration of independence.

Belgrade has reacted angrily to an EU mission to ease Kosovo's transition.


The DSS is backing a draft resolution from the opposition nationalist Radical Party, condemning the EU's 1,800-strong mission to Kosovo as illegal and calling on countries to overturn their decision to recognise it.

But a number of pro-Western ministers have failed to support Mr Kostunica's approach.

"The government of Serbia has no united policy any more on an important issue related to the future of the country - Kosovo as a part of Serbia," Mr Kostunica told reporters as he announced his move in Belgrade.

"Such a government could not function any more," he said.

Mr Kostunica said "we should return the mandate to the people" - and added that he had scheduled a cabinet meeting on 10 March to propose calling for early elections to be held on 11 May - the date for Serbia's local elections.

No party has a majority in the Serbian parliament.

The political establishment in Serbia has been deeply divided over the way forward and a general election would be the first opportunity for the people of Serbia to express their views, says the BBC's Nick Hawton in Belgrade.

Kosovo's declaration of independence came nearly a decade after Nato forces expelled Serbian forces from the mainly ethnic-Albanian territory.

Shanset jane goxha te larta. Ne zgjedhjet e kaluara presidenciale, partia radikale fitoi ne mos gaboj diku tek 48% te votave. Po te marrim parasysh qe humbja e koheve te fundit te Kosoves u shoqerua me nje urrejtje dhe zhgenjim te madh te serbeve ndaj perendimit, atehere shanset rriten edhe me teper qe nje qeverie serbe pro-ruse te fitoje zgjedhjet e reja. Megjithate ka nje abstrakt ne kete mes. Nga statistikat apo sondazhet e fundit te kryera ne Serbi, pjesa me e madhe e serbeve jane ne favor te integrimit te Serbise ne BE edhe pas humbjes se Kosoves. Eshte pak enigmatike se kush do fitoje si perfundim zgjedhjet. Megjithate nje gje eshte e sigurte. Kushdo nga partite qe do dale fituese, rezultati i fitores do jete teper i ngjushte dhe do te lindi serisht nevoja per bashkepunim politik. Ne te kundert, nese vazhdohet ky trend konfliktesh nderpartiake, atehere Serbia rrezikon nje periudhe te gjate depresioni politik, ekonomik e shoqeror.

Sipas sondazheve te fundit, radikalet dhe socialistet kane nje epersi te dukshme kurse Koshtunica (partia e tij eshte e vogel) ka mundesi qe mos ta kaloj as pragun e futjes ne parlament. Fitorja e tyre dtth. izolim i Serbise nga bota perendimore dhe aleance e ngushte me Rusine. Pra, shikuar nga aspekti ekonomik, kjo do ishte nje vetvrasje ekonomike per Serbine. Per shkak te izolimit, perkrahja nga bota perendimore per ne shqiptaret do forcohej akoma me shume, mirepo, do kishim probleme me shume me Serbine, dhe jo vetem ne por edhe Bosnja e Kroacia, bile edhe kroatet jane duke ju frikesuar ardhjes se tyre ne pushtet per shkak te pakices serbe ne Krajine dhe Sllavonine Lindore te Kroacise. Per shkak te perkrahjes ruse, do kishim edhe nje kufizim te masave qe perendimi do mund te ndermerrte kunder Serbise.

Sipas sondazheve te fundit ne lidhje me anetaresimin e Serbise ne BE, 70% e qytetareve serbe jane per anetaresim ne BE. Kjo mund ti shtoj gjasat qe forcat pro-perendimore ne fund te ngadhenjejne ne Serbi. Ne rast te fitores se Tadiqit (edhe pse edhe ky nuk eshte edhe aq pro-perendimor sa mendohet te jete) dhe forcave tjera pro-perendimore ne Serbi si G-17, Partia Liberale, etj., atehere edhe problemet me Serbine do uleshin ne minimum, dhe perendimi do i detyronte serbet qe ne kembim te anetaresimit ne BE, serbet te pranonin Kosoven e pavarur dhe sovrane. Kjo do te thoshte shume per ne, sepse do anetaresoheshim me shpejt edhe ne OKB e ne te gjitha organizatat tjera ku tani nuk kemi mundesi te pranohemi per shkak te vetos ruse.

Nga vizita e djeshme e kancelares gjermane Angela Merkel, vihej re nje zbutje e ruseve, te pakten ne deklarata. Shpresojme qe te zbuten edhe ata, dhe te pranojne e njohin pavaresine e Kosoves sa me shpejt. Kjo eshte edhe ne interesin e te gjitheve, sepse siguron paqe e stabilitet ne rajon. Ruset e privatizuan kompanine e madhe serbe te naftes e gazit, pra, i realizuan qellimet e tyre ekonomike ne Serbi.
