    1. MUNICH, 15 January 1964 (Non-Target Communist Area Analysis
    Department: Albania - lz)

    The ten day visit to Albania by a large Chinese government
    and Party delegation, headed by Premier Chou En Lai, was a
    calculated affront and provocation to the "modern revisionists,"
    particularly Khrushchev and Tito. This sharp reminder of the
    Chinese presence in Eastern Europe and the successful defiance
    of Moscow by the Albanian regime temporarily focused primary
    attention on what is, after all, the major purpose of Chou's
    African journey, i.e. undermining the Soviet Union
    diplomatically and in the international communist movement.

    Conscious of their isolated position, the Albanian leaders
    gave major propaganda play to the visit and the speeches made
    at various stops throughout the country. During the visit
    considerable restraint was used by both sides in not attacking
    Khrushchev by name, a practice which is otherwise a daily
    occurrence in Tirana. However, the indirect charges against the
    Soviet leader otherwise lacked neither in intensity nor
    excessiveness. The most virulent attacks were directed against
    Yugoslavia. Chou's statements regarding Belgrade were somewhat
    astonishing, because the Chinese Premier was speaking in his
    capacity as a government leader rather than as a Party official,
    despite his Politburo membership. Further, the invitation to
    visit Albania was extended by the Albanian Premier Mehmet Shehu
    and not by the Party First Secretary, Enver Hoxha. For example,
    during a visit to the historic northern city of Shkoder on
    4 January, Chou En Lai declared:

    "The people of Shkoder, in defending the
    norther frontiers of their fatherland with
    determined revolutionary vigilance and through fiery
    will power, have repelled, one after the other, the
    provocations and devilish actions of the Titoist
    renegade clique which is a special detachment of
    American imperialism.... [If they the imperialists
    and their followers dare] to attack Albania they will
    surely break their necks."

    The following day the Yugoslav dailies Borba and Politika
    swiftly reacted to Chou's remarks, terming them "warmongering".
    The Yugoslav Foreign Ministry spokesman, Dusan Blegojevic, told
    a news conference that the speeches by Chou and the Albanian
    leaders had constituted "an unprovoked hostile act against
    Yugoslavia and a crude violation of elementary norms of
    international relations." (Tanjug, 9 January 1964.)

    By far the most direct slap at the Soviet leader was the
    address by Marshal Chen Yi, Chinese Vice-Premier and Foreign
    Minister, during his visit to the oil city of "Stalin".
    Although the Albanian press, did not publish Chen Yi's statement,
    Hsinhua on the other hand was quick to quote him in its
    7 January news dispatch as telling the 6000 gathered Albanians:

    "Your city, named after the great Stalin, is
    symbolic of the heroism of the Albanian people.
    The revolutionary spirit of Stalin brought us
    together, always united for victory and a bright
    future."

    More fiery speeches were made in cities like Berat, Korea,
    Vlore, and, repeatedly, in Tirana. The aggregate of all the
    above addresses was finally wrapped-up in the joint
    Sino-Albanian communique, signed on 8 January by Chou En Lai and
    Mehmet Shehu. The communique, termed by both the Chinese and
    the Albanians as a document of the greatest importance,
    contained identical views on all actual world political problems,
    such as the test ban treaty, the national liberation movement,
    the German problem and so on. From the ideological point of
    view, the communique spoke of a unity based on Marxism-Leninism,
    proletarian internationalism and the 1957 Declaration and the
    1960 Statement.

    The People's Daily of 11 January stated in its editorial
    that the communique would play "a tremendous role in
    strengthening the unity of the socialist camp, and the international

    communist movement in the struggle against imperialism and
    modern revisinism." The Zeri i Popullit editorial of 11 January
    said that the communique would "contribute to the two parties'
    common cause and struggle for the triumph of socialism over
    imperialism and of Marxism-Leninism over modern revisionism."
    On the other side, the official Yugoslav news agency Tanjug
    on 10 January accused the Chinese and the Albanian leaders of
    "trying to stir up hostility towards Yugoslavia and unrest in
    the Balkans." Tanjug further added that the Sino-Albanian
    analysis of the world situation "was imbued with appeals to
    return to the most difficult phases of the cold war, sharpening
    of tension and direct threats to peace." Regarding the reaction
    by Moscow and other East European countries to these events in
    Albania, Radio Tirana of 11 January pointed out that the modern
    revisionists "this time did not mimic either the imperialists'
    reaction or that of their Belgrade comrades --they just
    maintained silence." The commentator explained the reasons for
    such "silence" as follows:

    "They are scared stiff of the truth of
    Marxism-Leninism which the Albanian Workers' Party and the
    Chinese Communist Party are incessantly spreading,
    hence their silence."

    The main significance of the Chinese visit to Albania is
    that it was one of the many provocations to Khrushchev since
    the latter's renewed call on 25 October 1963 for a cessation
    of polemics. The continued appearance of anti-Soviet editorials
    in the Chinese press, the open encouragement of anti-Soviet
    factions in many communist Parties, open attacks on the Soviet
    UN delegation and the Soviet embassy in Tokyo, and Chou En Lai's
    prolonged journey -- are all moves calculated to infuriate
    Khrushchev. Khrushchev cannot indefinitely ignore these
    multifarous activities, which are admittedly designed "to bury
    him," and the peasant dictator's recent confabs with Gomulka,
    Ulbricht, and Castro may be related to an approaching
    showdown with the Chinese.

    THE "FUNCTIONALIZATION" OF THE RESPONSIBILITIES
    OF THE ALBANIAN WORKERS PARTY

    Next to the 1961 Soviet-Albanian split, 1966 has become the most
    eventful year in recent Albanian history. Throughout the year there has
    been a convergence of a significant number of momentous events which
    started with the "revolutionary" measures instituted during the early
    part of this year and culminated with the "Open Letter" of March 4.
    This was followed by Mehmet Shehu's visit to Communist China in May the
    result of which was the much heralded Sino-Albanian communique. In late
    June Chou En-lai visited Albania for the third time in eighteen months.
    On November 8, the Albanian Workers' Party will mark the 25th Anniversary
    of its founding. It is very likely that the 5th Party Congress, the
    convocation of which has already been announced to take place within
    the year, will be held around that time if not precisely on
    the anniversary date.

    The full meaning of the "Open Letter" whose guidelines will
    undoubtedly be solemnized by ratification at the forthcoming Congress,
    is the subject matter of this paper. The "Open Letter" of March 4
    announced sweeping measures for the reorganization of the state and party
    apparatus. As a result, the reshuffle in the state apparatus was made
    known by Premier Shehu in his report to the 9th legislative session of
    the Albanian Parliament on 17th March. Little was divulged regarding
    the reorganization of the party apparatus. Probably any changes in
    the party apparatus will be revealed at the forthcoming 5th Party
    Congress.

    The changes in structure and responsibilities within the state
    apparatus were justified in the "Letter" by the necessity of combating
    the existence of an over-inflated bureaucracy. Although very little
    was said about the party reorganization, indications are that Enver Hoxha
    was impelled to act in this sector too because of similar pressures.
    Decentralization in the state apparatus, ranging from the center in
    Tirana to the base in the provinces, the implementation of which has
    become more evident with each passing day, must of necessity have its

    parallel in the party apparatus too. And this, in fact, is what has
    been happening in Albania in recent months. The party leadership has
    undertaken to "functionalize" (to modify so as to contribute the
    utmost to) the duties of the Albanian party elite. This process was
    iniated on February 9, when the Albanian Politburo assigned additional duties
    to a number of Politburo and Central Committee members. Among those
    affected the most conspicuous were politburo members Gogo Nushi, Haki
    Toska, Manush Myftiu and Rita Marko. The decision of 9 February stated:

    These comrades, while retaining their party and state
    functions and responsibilities, are to be assigned
    immediately to the base. There they will work for a
    long peiod and unremittingly. With their ability
    and their distinguished experience they will contribute
    to the further strengthening of the work of the party
    and of the people's authority.

    The new party functions of these high officials as well as those
    of lesser importance in the party and state apparatus were not revealed.
    With the passing of time, however, and in the course of their daily
    duties, the Albanian news media began to refer to their new titles. ?

    That others are involved in the party moves in Albania became
    evident during Chou En-lai's visit to the recently completed tractor
    spare-parts factory in Tirana. Radio Tirana on 25 June reported that
    the Chinese Premier was met by the director of the plant, candidate
    Politburo member Pilo Peristeri. Apparently the process of assigning
    additional new duties to high party cadres is still being carried out
    in Albania. At least this is the first time that Peristeri has been
    listed in his new capacity. It is indeed unusual by communist standards
    to assign a Politburo member to the post of a plant manager. Yet, this
    development in Albania today is part of the "revolutionary measures"
    being undertaken. It is part of the "back to the masses" movement
    being conducted as a means of narrowing the wide gulf separating the
    masses from the communist cadres. The current Albanian political-

    ?For example, Manush Myftiu was made First Secretary of the Party
    Committee of Tirana, and Rita Marko the First Secretary of the
    Party Regional Committee of Durres. Haki Toska was assigned to
    the Council of Ministers, and Gogo Nushi to the city of Berat. The
    new additional functions of the latter two have not been revealed
    as of today. In all four instances, however, whenever their names
    are mentioned, they are preceded by the title "Politbro member" and
    in the case of Haki Toska and Rita Marko also as secretaries of
    the Central Committee. The other Central Committee members and
    former ministers have as a rule become chairman of the executive
    committees of people's councils in various cities or districts.
    On many occasions all the above-mentioned personalities have been
    featured prominently in the news media. Thus Gogo Nushi was listed
    high on the roster of the Albanian Party and State delegation
    during the recent high level talks with the visiting Chou En-lai
    delegation. In the same manner Rita Marko and Tonin Jakova
    (Chairman of the executive committee of Durres) were the main
    hosts during Chou's visit to the city of Durres. During the
    various highpoints of Chou's stay in Tirana the entire Albanian
    Politburo membership was present.
    Ideological developments reflect Chinese thinking as applied to the
    peculiar conditions of Albania. During a rally in Albania on 27 June
    which honored Chou's visit to Albania, Premier Mehmet Shehu, in speaking
    about the revolutionary measures being taken in both countries, declared;
    "The Albanian Workers' Party and the Chinese Communist Party are cooperating
    closely to exchange their valuable historic experience along these lines."
    This, it was noted, was being done "to prevent a repetition of what has
    happened in the Soviet Union and some other socialist countries" (i. e.
    the development of revisionism.)

    The developments in Albania, howver, are not a mirror image of
    those in China. Nevertheless, the Albanian changes have been inspired
    and encouraged by the Chinese example. To speak of a purge in the
    light of the new duties and titles given to many of the Albanian party
    elite would be overstating the case. If indeed the situation were
    that critical, there would surely be no inclination for Tirana,
    any more than for Peking, to hide the fact. In the past, the Albanians
    have promptly admitted their radical changes. The modifications
    within the Albanian Workers' Party should, therefore, be viewed as
    an attempt to make most effective use (i. e. "functionalize") the
    hitherto under-utilized Albanian party elite. On June 25, at a
    reception for the visiting Chou En-lai delegation in Tirana, the Albanian
    Party chief, Enver Hoxha, made the point clearly in a statement which
    read as follows:

    Marxism-Leninism alone, which guides our party leaders
    in all their activities and which, with courage and
    farsightedness, they apply functionally but without
    deviation from the real conditions of Albania and China,
    is the only great guarantee of the construction of
    socialism and communism in our countries...

    More than likely the forthcoming Albanian Party Congress will
    clarify the picture of the changed composition and structure of the
    Albanian Party as a consequence of the "functionalization" to which it is
    being subjected. It is probable that any additional changes announced
    at the forthcoming meeting will largely concern the lower and middle
    strata of the Albanian Workers' Party. Since the announcement of measures
    being taken in the country, the press has carried considerable criticism
    of lower party rank and file, allegedly for failing to perform their
    daily functions satisfactorily. Comparable criticism of the upper echelon
    are no table for their absence.
