    Qualifications and Experience:

    Advanced University degree in law with emphasis on courses in
    international and comparative law. At least ten (10) years of
    progressively responsible professional legal experience with the

    with a private law firm specializing in commercial law,
    multilateral and bilateral funding and trade issues. Familiarity
    with UN activities. Experience in dealing with international and
    intergovernmental issues.

    The incumbent should possess the following competencies:

    Strong analytical skills and ability to conduct comprehensive
    legal research on a range of issues. Proficiency in legal writing
    and expression and ability to prepare legal briefs, draft
    legislation, opinions and a variety of legal instruments and
    related documents. Discretion and sound judgement in applying
    legal expertise to sensitive, complex and often conflicting legal
    issues. Strong negotiating skills and ability to influence others
    to reach agreement. Leadership and supervisory skills and ability
    to work to tight deadlines and handle multiple concurrent
    projects/cases. Good understanding of contemporary international

    Ability to develop and implement public information campaign in
    the field;

    Human Rights Watch film festival calls for entries

    Filmmakers are invited to participate in the Human Rights Watch
    International Film Festival, scheduled in New York City, from
    June 11 to 24, 2004.

    As the festival has a limited staff and budget, and reviews
    hundreds of films each year, there is a strict policy on
    submissions. Interested filmmakers should e-mail a brief synopsis
    of their films or videos, and a brief filmmaker biography, to
    John Anderson at andersj@hrw.org.

    All e-mailed submissions will be reviewed, and the festival
    committee will contact you if they are interested in screening a
    VHS copy of your film or video. The submission deadline is
    January 10, 2004.

    The festival does not charge any fees for submissions and does
    not send out rejection letters. Those filmmakers whose films or
    videos are accepted to participate in the festival will be
    contacted.

    previous experience working in Kosovo or the Balkans highly
    preferred; superb communication skills and ability to work in a
    politically sensitive environment required; excellent written and
    oral communication skills; computer literate (Word and Excel) and

    For SNV Albania (duty station Fier), we are looking for a

    Senior Advisor
    Local Governance, Decentralization & PME

    SNV/Albania has been operating in Albania since 1993. In 2002, the organization has embarked on a proces of transition, shifting from project implementation to advisory services for local partners and clients involved in local governance, including local government agencies and civil society organizations at district, regional and national levels. From May 2003 onwards, SNV/Albania continued with a new transitional team of advisors and support staff, and a combination of existing and new partners/clients. Advisory services are being provided to partners/clients, with a primary focus on the thematic area of local governance.
    Currently, SNV/Albania operates in three geographical areas, of which Fier region in the central west of the country is one. Seniro Advisor will lead a team of SNV colleagues with complementary expertise. At present, this team consists of one other advisor and support staff, based in Fier town. However, new and/or continuation agreements with partners/clients are expected to fill the new team activity portfolio.

    Senior Advisor will be responsible for the development of an aggregated portfolio, consisting of advice and support activities with partners and clients in Fier region, and with other relevant agencies related to these activities. As Senior Advisor, s/he is responsible for signing agreements and contracts within the region, and for the team’s (portfolio) planning and M&E coordination. The Senior Advisor will therefore assume advisory, support, coaching and management responsibilities both towards partners/clients and towards SNV colleagues. Direct supervisor is the Director, SNV/Albania in Tirana. Reporting and performance evaluations will occur under his/her supervision.

    The Senior Advisor’s main responsibilities are:
     To overall manage the Fier team portfolio, secure its maintenance and expansion at local and regional levels, including initiating and formalizing agreements with partners/clients;
     To coordinate the planning, monitoring and evaluation of the Fier team portfolio activities;
     To manage the regional office, personnel and security matters of the Fier SNV team;
     To advise and support the management and staff of local government partners and clients, particularly in the fields of decentralization and planning, monitoring and evaluation issues;
     To advise and support the other SNV teams in Albania, as well as the SNV/Albania management on the development of its organizational policies and programme strategies.
    Requirements:
    Educational background: University degree MSc or MA, preferably in social sciences, public administration or related fields
    Experience: At least six years of working experience in a comparable organization and/or professional situation, preferably in a developing country. Extensive experience with advising local governments on decentralization and PME issues
    Other: Fluency in English and willingness to learn Albanian; drivers license; computer literate.

    Salary: Scale 11, range 2536 up to 3945 euros gross per month (excluding secondary conditions and individual allowances)
    Contract period: Three years, starting a.s.a.p.

    Description duty station:
    Fier region is a populated, industrialized and urbanized area in the coastal lowlands of Albania. Due to its fertile soils the region has potential for agricultural production and the nearby beaches offer opportunities for tourism. However, the region has been a centre of industrial activites for many decades, leaving it with a heavy heritage of pollution and ecological decline. Main source of pollution is the oil exploitation and processing industry with rather obsolete technologies. The Fieri winters last from December to February and are rather mild (not far below zero). The summers are dry and very warm (35-40). The security and safety situation is quite good.
    Fier city has around 150.000 inhabitants and is the major city in the region. It is located some 2½ hours drive (115 km) from the national capital city Tirana. The tarmac road is not very good at places, but easily accessible by normal car. The archaeological site Apollonia (Greek-Roman) is located just 20 km outside Fier city. Not far either, the mediaeval town of Berat can be found. Nice beaches are around Vlore, one hour drive from Fier. Medical services in town are of moderate quality. Pharmacies are present everywhere. Education is in the Albanian language only (in Tirana are two international schools). Good housing is available, if desired with garden. Electricity supply (220V) is fairly good, although power cuts occur regularly. For sensitive equipment, stabilizers and backups are advisable. Regular water supply can be problematic; the quality is rather bad. However, most houses have a water reservoir. Fier has many shops; availability of food and other supplies is good and variety is continuously increasing.
