Updated: 11:03 a.m. ET Aug. 25, 2004PHILADELPHIA - John Kerry won the endorsement of 10 Nobel Prize-winning economists Wednesday as he attacked President Bush for policies that he said have led to the creation of only low-paying jobs.

The Democratic presidential nominee released a letter from the economists saying the Bush administration had “embarked on a reckless and extreme course that endangers the long-term economic health of our nation.”

They cited “poorly designed” tax cuts that instead of creating jobs have turned budget surpluses into enormous budget deficits, a “fiscal irresponsibility threatens the long-term economic security and prosperity of our nation.”

The endorsement, in the form of an open letter American voters, was signed by George Akerlof and Daniel McFadden of the University of California at Berkeley, Kenneth Arrow and William Sharpe of Stanford University, Daniel Kahneman of Princeton University, Lawrence Klein of the University of Pennsylvania, Douglass North of Washington University, Paul Samuelson and Robert Solow of MIT and Joseph Stiglitz of Columbia University.

Kerry, in remarks prepared for an appearance in Philadelphia, called for “jobs that don’t just let you survive but let you get ahead. Jobs that let you pay your bills, send your kids to college, buy a house, save a little for retirement and go out to dinner or a movie every once in a while.”

Now, he said, good jobs are being replaced “with ones that just don’t pay the bills,” — 1.8 million private sector jobs lost replaced by ones that pay $9,000 less and are more likely to be temporary less likely to offer health insurance.

Kerry hammered on the jobs issue in his neck-and-neck race for the Nov. 2 election with Bush after days of focus on criticism about his Vietnam war record.

In an appearance in Philadelphia Tuesday night the decorated veteran who became one of the conflict’s leading critics firmly defended his opposition to the war.

Voters “can judge my character” by his Vietnam record, the Massachusetts senator said, “Because when the times of moral crisis existed in this country, I wasn’t taking care of myself. I was taking care of public policy. I was taking care of things that made a difference to the life of this nation.”

He said he served in Vietnam for two tours — longer than opponents allege — and the Navy “thought enough of my service that they made me an aide to an admiral.”

Aides said his total service was about six months, including four months and 10 days in country and several weeks on a ship off the coast.

He was awarded a Silver Star, a Bronze Star and three Purple Hearts.

“The Navy 35 years ago made the awards that it made through the normal process. I’m proud of them and I’m of my service and I’m proud that I stood up against the war when I got home because it was the right thing to do,” he added.

The controversy over how Kerry won his medals in that war 35 years ago has recently stolen the spotlight in the race for the White House as both candidates try to portray themselves as best able to lead the United States in its global anti-terror war.

Some veterans, some with ties to the Republican Party and Bush allies, have called Kerry’s courage into question and disputed the circumstances under which he received his medals.

But other veterans — with direct knowledge of events — have backed him up.

Bush’s record during the Vietnam war has also drawn criticism from some Democrats who accuse him of going absent without leave from the Texas Air National Guard, citing gaps in his service record. Bush did not serve in Vietnam.

Today, I hope that we can begin the healing.

In America it is vital that every vote count, and that every vote be counted.

But the outcome should be decided by voters, not a protracted legal process.

I would not give up this fight if there was a chance we would prevail.

But it is now clear that even when all the provisional ballots are counted - which they will be - there won't be enough outstanding votes for us to be able to win Ohio, and therefore we cannot win this election.

My friends, it was here that we began our campaign for the presidency, and all we had was hope and a vision for a better America.


It was a privilege and a gift to spend two years travelling this country, coming to know so many of you

Thanks to Michael Benson from Florida, who I spied in a rope line holding a container of money, and it turned out he had raided his piggy bank and wanted to contribute.

And thanks to Ilana Wexler, 11 years-old, who started "Kids for Kerry" all across our country.

'Greatest privilege'

I think of the brigades of students and people, young and old, who took time to travel, time off from work, their own vacation time, to work in states far and wide.

They braved the hot days of summer and the cold days of the fall and the winter to knock on doors because they were determined to open the doors of opportunity to all Americans.

They worked their hearts out. And I wish you, you don't know how much, that I could have brought this race home for you, for them.

And I say to them now: don't lose faith. What you did made a difference... Building on itself, we go on to make a difference another day. I promise you that time will come.


But in an American election, there are no losers, because whether or not our candidates are successful, the next morning, we all wake up as Americans


The time will come, the election will come when your work and your ballots will change the world. And it's worth fighting for.

I want to especially say to the American people, in this journey you have given me the honour and the gift of listening and learning from you. I have visited your homes, I visited your churches, I visited your community halls. I've heard your stories. I know your struggles. I know your hopes.

They are part of me now. And I will never forget you, and I'll never stop fighting for you.

You may not understand completely in what ways, but it is true when I say to you that you have taught me and you've tested me and you've lifted me up, and you've made me stronger.

I did my best to express my vision and my hopes for America. We worked hard, and we fought hard, and I wish that things had turned out a little differently.

But in an American election, there are no losers, because whether or not our candidates are successful, the next morning, we all wake up as Americans.

And that is the greatest privilege and the most remarkable good fortune that can come to us on Earth.

'Bridge the divide'


With that gift also comes obligation.

We are required now to work together for the good of our country.

In the days ahead, we must find common cause, we must join in common effort, without remorse or recrimination, without anger or rancour.

America is in need of unity and longing for a larger measure of compassion.

I hope President Bush will advance those values in the coming years.

I pledge to do my part to try to bridge the partisan divide.

I know this is a difficult time for my supporters, but I ask them, all of you, to join me in doing that.

Now more than ever, with our soldiers in harm's way, we must stand together and succeed in Iraq and win the war on terror.

I will also do everything in my power to ensure that my party, a proud Democratic Party, stands true to our best hopes and ideals.

I believe that what we started in this campaign will not end here, and I know.

I've been honoured to represent the citizens of this commonwealth in the United States Senate now for 20 years, and I pledge to them that in the years ahead I'm going to fight on for the people and for the principles that I've learned and lived with here in Massachusetts.

I'm proud of what we stood for in this campaign and of what we accomplished.

When we began, no one thought it was possible to even make this a close race.

But we stood for real change, change that would make a real difference in the life of our nation and the lives of our families, and we defined that choice to America.

Bush declares US election victory

George W Bush has declared victory in the US presidential election after his Democratic challenger John Kerry admitted defeat.

"I am proud to lead such an amazing country and I am proud to lead it forward," Mr Bush said in Washington.

Mr Kerry publicly admitted defeat in a speech in Boston.

Mr Kerry earlier telephoned Mr Bush to concede the state of Ohio, whose 20 Electoral College votes held the key to victory in a cliffhanger election.

Mr Bush said Mr Kerry had run a "spirited campaign" and was "gracious" in defeat.

The president said he wanted to reach out to all Americans, and he made an appeal to those who had voted for his opponent.

"I will need your support and I will work to earn it," he said.

In his concession speech a short while earlier, Mr Kerry said he and Mr Bush had spoken "about the danger of division in our country and the need, the desperate need, for unity". He told supporters: "Today I hope we can begin the healing."

With Ohio, Mr Bush now has 274 Electoral College votes, four more than needed for victory. Mr Kerry has 252 votes.

Results are still awaited in New Mexico and Iowa but they cannot affect the outcome.

The delay in declaring Ohio a win for Mr Bush came about because the Democrats said there were a substantial number of uncounted absentee and provisional ballots that could still have clinched it for Mr Kerry.

But in his concession speech, Mr Kerry said it was clear that there were not enough outstanding votes to win Ohio.

He said it was vital that every vote must count and be counted, but the outcome should be decided by voters, not a protracted legal process.

"I would not give up this fight if there was a chance we would prevail," Mr Kerry said.

President Bush will enter his new four-year term in office with strengthened Republicans majorities in both houses of Congress.

Mr Kerry phoned Mr Bush to concede shortly after 1600 GMT.
In a four-minute conversation, Mr Kerry congratulated the president, while Mr Bush called the Democrat "an admirable, worthy opponent".

The result means Mr Bush has a stronger mandate than four years ago, when he won only after a 36-day legal battle over a recount in Florida.

In 2000, Mr Bush finally won Florida by 537 votes, but this time he won an undisputed victory, with a projected five-point lead over Mr Kerry.

One third of seats in the Senate and the whole of the House of Representatives were also at stake in this election.

Republicans have tightened their grip on the Senate, defeating Democratic leader Tom Daschle in South Dakota and capturing a string of seats across the South.
Mr Daschle is the first party leader to lose his seat in more than 50 years.

Projections put turnout in the presidential election at more than 115 million voters - 10 million more than in 2000.

The projected vote showed Mr Bush leading Mr Kerry nationwide by three-and-a-half million votes.
