    Iraq Torture Not Isolated: Amnesty

Amnesty International said torture by U.S. and British occupation forces of Iraqis is not "isolated", citing double standards on human rights in the country and demanding a full independent and public investigation.

"Our extensive research in Iraq suggests that this is not an isolated incident. It is not enough for the USA to react only once images have hit the television screens," the London-based international human rights watchdog said in a press release on Friday, April 30.

This came immediately after the American CBS news network aired horrible images of Iraqi detainees tortured by U.S. troops in Abu Ghaib prison.

Amnesty pressed for "a fully independent, impartial and public investigation into all allegations of torture. Nothing less will suffice."

"The message must be sent loud and clear that those who abuse human rights will be held accountable."

It warned that scenes of torture in the prison could keep the grim past memories alive for the Iraqis, with a feeling occupation forces have played the same role of the overthrown regime.

"The prison was notorious under Saddam Hussein - it should not be allowed to become so again. Iraq has lived under the shadow of torture for far too long," said the release.

"The Coalition leadership must send a clear signal that torture will not be tolerated under any circumstances and that the Iraqi people can now live free of such brutal and degrading practices."

Hours after the release, Britain's mass circulation Daily Mirror published gruesome images of British soldiers torturing an Iraqi detainee.

    Frequent, Uninvestigated

Amnesty said it has received frequent reports of torture or other ill-treatment by U.S.-led occupation forces during the one-year occupation.

"Detainees have reported being routinely subjected to cruel, inhuman or degrading treatment during arrest and detention," said the watchdog.

"Methods often reported include prolonged sleep deprivation; beatings; prolonged restraint in painful positions, sometimes combined with exposure to loud music; prolonged hooding; and exposure to bright lights."

Amnesty lamented that virtually none of the charges of torture or ill-treatment "has been adequately investigated by the authorities".

"There is a real crisis of leadership in Iraq - with double standards and double speak on human rights," the group said.

An Amnesty researcher said in a report released in May after his return from the group's first fact-finding mission in Iraq since 1993 that mistreatment by U.S. and British forces of Iraq POWs included "beatings with fists, with feet, also with weapons".

"In one case we are talking about electric shocks being used against a man and in others people are being beaten for the whole night and are still being kicked and their teeth broken, I think you would call that torture," he said.

At the time, the U.S. Central Command put at 3600 the number of Iraqis taken as POWs.

    Geneva Conventions

In a related development, the European Union joined the wave of criticism over the abuse photos, saying Iraqi detainees should be treated in line with the Geneva conventions, reported Agence France-Presse (AFP).

"I'm sure I can speak for everyone: we were all appalled," said Irish Premier Bertie Ahern at a press conference in Dublin Saturday marking the bloc enlargement to 25 members.

He said the provisions of the Geneva conventions - which explicitly forbid the torture of prisoners of war - were "fully applicable" in the case of occupied Iraq.

"The occupying power has the responsibility to ensure that these provisions are fully applied to those in their custody," said Ahern, whose country holds the rotating E.U. presidency.

The CBS television aired photos of an Iraqi detainee standing on a box with a hood over his head and wires attached to his hands. CBS said he had been told that if he fell off, he would be electrocuted.

Other images showed Iraqi prisoners stripped naked, lying on each other and simulating sex acts, as smiling U.S. troops pointed and laughed.

While the Mirror's images showed a hooded Iraqi detainee being beaten by British soldiers before being thrown from a moving truck and left to die.

British Troops under Investigation over Iraq Torture Claims

By Andrew Woodcock, Political Correspondent, PA News

An urgent investigation was today getting under way into allegations that British troops in Iraq beat and abused an Arab detainee.

Shocking pictures published in the Daily Mirror today appear to show soldiers striking the hooded man with rifle butts, pointing a gun at his head and urinating on him.

He was reportedly threatened with execution during an eight-hour ordeal after being picked up for suspected theft in British-administered southern Iraq.

The alleged incident was last night condemned as “shameful” by the Army’s highest-ranking officer, General Sir Michael Jackson, and by Prime Minister Tony Blair.

If the accusations were proven, the perpetrators were unfit to wear their uniform, said a clearly furious General Jackson, the Army’s Chief of General Staff.

“If proven, not only is such appalling conduct clearly unlawful, but it also contravenes the British Army’s high standards,” he said.

“All allegations are already under investigation. If proven, the perpetrators are not fit to wear the Queen’s uniform. They have besmirched the good name of the Army and its honour.”

The Mirror said it was passed the photos by soldiers from the Queen’s Lancashire Regiment, who were concerned that appalling behaviour by “rogue elements” in the Army was undermining efforts to win the hearts and minds of local people.

Speaking on condition of anonymity, the soldiers told the paper that the unnamed captive, against whom no charges were brought, was driven away and dumped from the back of a moving vehicle following his ordeal. It was not known whether he survived.

One said: “We are not helping ourselves out there. We are never going to get them on our side. We are fighting a losing war.”

The revelation comes hot on the heels of the publication of photos of hooded and naked Iraqi prisoners being taunted and abused by US troops.

Those photographs led to a wave of revulsion across the world and were strongly condemned by President George Bush and Mr Blair.

The Ministry of Defence last night confirmed that, prior to the latest allegations, British troops had already been investigated over a total of 10 claims of torture and cruelty towards prisoners.

Five inquiries are ongoing, including one in which soldiers of the Queen’s Lancashire Regiment have been questioned about the alleged killing of an Iraqi man.

Opponents of the Iraq War called for the UN to launch an international investigation into the conduct of occupying troops.

But Gen Jackson said: “Most emphatically, the British Army should not be judged by the reprehensible ill-discipline of a few soldiers who, by their shameful behaviour, have let down those tens of thousands of British soldiers who have worked, and still do, in difficult and dangerous conditions in the most commendable way, in particular in Iraq, where their sole purpose is to help the Iraqis to a new and better future.”

A Downing Street spokesman said: “The Prime Minister fully endorses both the statement by General Sir Michael Jackson and the action he is taking, as well as the speed with which the Army is acting.

“The Prime Minister agreed that allegations of this nature are treated most seriously, but they should not be taken as a reflection of the general behaviour of coalition forces and the work they are doing with the Iraqi people.

“As the Chief of General Staff underlined, we expect the highest standards of conduct from our forces in Iraq despite the difficulties they face.”

As news of the photographs spread through the Arab world, there were warnings that it could severely damage relations between British troops and local people.

Ahmed al-Sheik, editor-in-chief of Arab TV news channel al-Jazeera, said UK forces in Basra prided themselves on being able to patrol the streets without hard helmets or body armour.

But he said: “When these pictures come to be seen by the Iraqi public, I think things will change. These scenes are humiliating not only to the Iraqis, but to every Arab citizen around the world.”

Shadow foreign secretary Michael Ancram called for a “swift full and in-depth inquiry” into what appeared to be “wholly unacceptable and damaging” misconduct.

And Liberal Democrats, who opposed the war, demanded that Defence Secretary Geoff Hoon appear before the Commons on Tuesday to make a statement.

Party leader Charles Kennedy said: “If true, such treatment of people is a total disgrace and a disservice to all that we stand for and to what needs to be achieved in Iraq.

“This issue must be resolved as soon as possible before more damage is done to the reputation of our forces.”

Labour MP Alice Mahon, a leading critic of the war, said that previous claims of mistreatment of Iraqi civilians had been “kicked into the long grass” by the Coalition Provisional Authority headed by US-appointed Paul Bremer.

“If it is true, then there should be a full international investigation,” she said. “I think the UN needs to get involved.”

Amnesty International said it would step up pressure on Mr Bremer to mount an independent inquiry into the reports of cruelty towards prisoners.

“As with the picture of American actions this morning, we are shocked but not surprised at some of the scene of mistreatment, because we have been receiving reports of serious mistreatment of PoWs by coalition forces for more than a year,” said a spokesman last night.

    ---------------------------------------------------------------------------------------------------------

    http://news.yahoo.com/news?tmpl=stor...&e=4&ncid=1756

Atij i është thënë se nëse humbet ekuilibrin do ta zërë korenti.

Rogue British troops batter Iraqis in mockery of bid to win over people

    By Paul Byrne

A HOODED Iraqi captive is beaten by British soldiers before being thrown from a moving truck and left to die.

The prisoner, aged 18-20, begged for mercy as he was battered with rifle butts and batons in the head and groin, was kicked, stamped and urinated on, and had a gun barrel forced into his mouth.

After an EIGHT-HOUR ordeal, he was left barely conscious and close to death. Bleeding and vomiting and with a broken jaw and missing teeth, he was driven from a Basra camp and hurled off the truck. No one knows if he lived or died.

URINATED ON: A British soldier urinates on an Iraqi prisoner in a vile display of abuse. The captive was beaten and hurled from a moving truck. Army chiefs are investigating.

The shocking pictures on this page were handed to us by one of the attackers and a colleague. We have agreed to protect their identities as they fear reprisals.

Last night, their damning testimony was in the hands of appalled ministers and Army chiefs who pledged an urgent investigation.

Chief of the General Staff General Sir Michael Jackson said: "If this is proven, the perpetrators are not fit to wear the Queen's uniform. They have besmirched the good name of the Army and its honour."

No 10 said: "The Prime Minister fully endorses the general's statement."

The outrage, which emerged the day after US troops were pictured torturing Iraqi prisoners of war, makes a mockery of the Army's attempts to win the hearts and minds of the Iraqi people.

GUN TO HEAD: The terrified suspect cowers as a gun is placed at his head - then the rifle barrel was forced into his mouth

Army chiefs believe it was an isolated incident involving a few rogue troops. But, it is claimed, officers turned a blind eye. One of the soldiers said: "Basically this guy was dying as he couldn't take any more. An officer came down. It was 'Get rid of him - I haven't seen him'. The paperwork gets ripped. So they threw him out, still with a bag on his head."

Weeks after the pictures were taken, a captive was allegedly beaten to death in custody by men from the same Queen's Lancashire Regiment. It is also alleged a video was found of prisoners being thrown off a bridge.

Soldier A told how the young victim was hauled in suspected of stealing from the docks.

He said: "You pick on a man and go for him. Straightaway he gets a beating, a couple of punches and kicks to put him down. Then he was dragged to the back of the vehicle."

Immediately a sandbag was placed over the man's head and his hands tied behind his back.

    Soldier A said:

As we took him back he was getting a beating. He was hit with batons on the knees, fingers, toes, elbows, and head.

You normally try to leave off the face until you're in camp. If you pull up with black eyes and bleeding faces you could be in s**t.

"So it's body shots - scaring him, saying 'We're going to kill you'. A lot of them cry and p*** themselves.

Because it was so hot we put him in the back of a four- tonner truck which has a canopy over it. That's where the photos were taken. Lads were taking turns giving him a right going over, smashing him in the face with weapons and stamping on him. We had him for about eight hours.

BLEEDING: Blood seeps through the mask of battered suspect

You could see blood coming out early from the first 'digs'. He was p****d on and there was spew.

"We took his mask off to give him some water and let him have a rest for 10 minutes. He could only speak a few words, pleading 'No, mister' . No, mister'.

I did less than the others. But I joined in. Me and my mate calmed down. Then two lads come on and it starts again.

"He was missing teeth. All his mouth was bleeding and his nose was all over the place. He couldn't talk, his jaw was out. He's had a good few hours of a kicking. He was on his way to being killed. There's only so much you can take.

After the officer allegedly told the attackers to get rid of the suspect he was driven off.

Soldier A said: "The lads said they took him back to the dock and threw him off the back of a moving vehicle. They'd have freed his hands, but he'd still be hooded. He'd done nothing, really. I felt sorry for him. I'm not emotional about it, but I knew it was wrong."

Referring to the second alleged beating in custody - said to have taken place in September - Soldier B said: "It was only a matter of time.

BUTT IN GROIN: A rifle is cruelly jabbed in the young man's groin as his eight-hour nightmare goes on

"We had one who fought back. I thought 'Don't do that', it's the worst thing you can do. He got such a kicking. You could hear your mate's boots hitting this lad's spine.

"One of the lads broke his wrist on a prisoner's head. Another nearly broke his foot, kicking him. We're not helping ourselves out here. We're never going to get the Iraqis on our side. We're fighting a losing war."

Soldier B claimed after the alleged September beating troops were told to destroy incriminating evidence.

He said: "We got a warning, saying the Military Police had found a video of people throwing prisoners off a bridge. It wasn't 'Don't do it' or 'Stop it'. It was 'Get rid of it.' "

The death is being probed. At least one soldier is expected to be charged with manslaughter.

The two infantrymen claim abuse has started because Iraqi police are powerless to process suspects.

Soldier B said: "There's no point taking them to the police station because they're released within 20 minutes. The coppers don't want any comeback and let them go. All we do is teach them a lesson our way.

"You're knackered and you don't want to be going to a police station and doing statements, just for them to be released. Give them a kicking, then it's done and dusted.

"A lot of the younger ones are worse. It's as though they've something to prove. You've got a gun and you're the law. You can make people do whatever you want."

Both men fear the situation is worsening , with UK troops now seen as the enemy, rather than liberators.

One said: "I can't believe it has taken the Iraqis so long to fight back. If it had been me or my family, I'd have retaliated straightaway.

"They've just got f****d around so much. You can't go in now, and say 'Right, let's forget about what has happened and start again'.

"We're struggling now. There are too many people against us."

The MoD confirmed eight cases of alleged mistreatment of Iraqis by British personnel are being investigated by the army's Special Investigations Branch. A spokesman said: "All allegations will be investigated - and every soldier knows it."
