Albania continues to be a major exporter of cannabis. Albanian cannabis is smuggled by road through the former Yugoslav Republic of Macedonia and Bulgaria to Turkey, as well as to Croatia, Bosnia and Herzegovina, Serbia, Montenegro, Slovenia and countries in Western Europe.

The illicit cultivation of cannabis continues to be reported in many countries in Western Europe, such as Germany, where large-scale cannabis cultivation areas have been seized. In astern and Central Europe, most of the cannabis herb originates in Albania, Montenegro, the Republic of Moldova, Serbia, the former Yugoslav Republic of Macedonia and Ukraine.
Reports from Albania indicate that cannabis plants are being cultivated on public land.

In 2008, the abuse of opiates was reported to be increasing in most Eastern European countries, particularly Albania, Belarus, Croatia, the Republic of Moldova and the Russian Federation, as well as in countries along the Balkan route.

In Albania, more than 145,000 cannabis plants were eradicated in about 360 operations and more than 3,941 kg of cannabis herb were seized in 2008.

Cnnabis herb is usually trafficked from the former Yugoslav Republic of Macedonia, Albania and Kosovo to Montenegro and southern Bosnia and Herzegovina. There is evidence that cannabis herb produced in the region is playing an increasingly important role in the supply chain of European cannabis markets. While Albania has reported a
decrease in seizures of locally produced cannabis herb, increases in cannabis plant cultivation have been reported by Bulgaria and Ukraine.
According to the World Customs Organization, Albania remains an important source country for cannabis herb seized in Eastern and Central Europe, accounting for a total volume of 2,194 kg, more than 80 per cent of the total amount seized in 2011. Almost all of the seizures of cannabis herb in Eastern and Central Europe were made while the cannabis herb was being transported by road.

Cannabis herb is grown throughout Eastern and South-Eastern Europe, with large-scale cultivation detected in many countries, particularly Albania.
Important seizures of cannabis were made along the route traversing Albania, Montenegro and Croatia before arriving in Western European countries.
Montenegro, cannabis seizures rose by 90 per cent in the first four months of 2013 compared with the same period in 2012, pointing to the growing importance of Montenegro as a transit country for Albanian cannabis herb. The primary illicit markets for Albanian cannabis herb continue to be Greece and Italy.
Around two thirds of the total quantity of seized cannabis in Greece in recent years was reported to have originated in Albania, trafficked mainly overland. In Italy, seizures of cannabis herb doubled from 5.5 tons in 2010 to 10.9 tons in 2011, then doubled again to 21.5 tons in 2012. At the same time, the number of cannabis plants seized in Italy increased from 72,000 plants in 2010 to 1 million in 2011 and over 4 million in 2012.
