The Ghosts At The NATO Celebration

What to do with Washington, D.C.'s homeless during NATO's 50th-anniversary celebration this weekend? Mayor Anthony Williams has promised a spotless city, and even felons have been pressed into action, wiping out graffiti, killing off rats and tearing down posters. But some of the homeless are not cooperating and insist on staying atop the warm air vents in downtown Washington. Still, every effort will be made to protect the leaders of the alliance, whose actions helped render more than a million Kosovars homeless, from the sight of the homeless in our nation's capital.
So the Beltway has been cleansed for those who stand against ethnic cleansing. But while Washington poses as a shining model of civilization, Kosovo descends further into barbarism. It is now in a state of "total lawlessness and an almost complete absence of any form of protection for ethnic Albanians," according to a report by the Organization for Security and Cooperation in Europe. As NATO celebrates "50 years of the most successful alliance in history," it is not only Washington's homeless but the Kosovar refugees that must be shunted aside to maintain the fiction of NATO's success. Sure, they are ubiquitous on our television screens -- but, in all but rhetoric, they are invisible when it comes to the way we are conducting this war.
When Pentagon spokesman Ken Bacon was asked why our Air Force was doing nothing to prevent Serbian strike missions against the people of Kosovo, he replied that this is outside "the threat envelope in which we're operating." If taking direct action to achieve the stated objective of preventing ethnic cleansing is too risky for NATO, what exactly are we doing there? In this fantasy world, bombing bridges into the Danube and showcasing the alliance's unity at a three-day party somehow brings us closer to "loosening Milosevic's grip on Kosovo."
At least the Clinton administration can honestly say that it has successfully degraded the major party apparatus -- the White House and State Department dinners will no longer be black-tie, banquets have been downgraded to dinners, and galas to receptions. Oh yes, and the stirring overflight of fighter jets has been canceled. "To be quite honest," said Yvonne Vos, wife of the Dutch ambassador, "we expected the weekend to be canceled." It should have been. It is obscene to put time, money and energy into a giant diplomatic wonkathon in the midst of reports about the "unbearable" conditions and "indescribable squalor" in which the refugees live. As for the more than 700,000 Kosovars displaced from their homes and trying to survive on the mountains inside Kosovo, there appears to be nothing within the "threat envelope" that we can do for them. We are so afraid to put anything more than military hardware on the line that not even airdrops of food and medical supplies have been attempted.
Of the $6 billion that Clinton requested in emergency funding, the majority will go to military operations and only $536 million for humanitarian aid to the refugees and the nations taking them in. Moreover, there has been no White House call to corporate America to allocate some of its record profits to support the refugees -- only an appeal to support the NATO celebration. It cost a quarter of a million dollars to reserve a place on the board of directors of the summit host committee -- dominated by the same communications and defense companies that spend millions of dollars on lobbying each year. Couldn't they at least have formed a parallel refugee host committee?
One thing the summit host committee can do is put on each leader's bedside table Barbara Tuchman's "The March of Folly" -- an accounting of foolish military policies from the Trojan War to Vietnam. "Persistence in error is the problem," she writes. "Practitioners of government continue down the wrong road as if in thrall to some Merlin with magic power to direct their steps."
A few voices are finally being raised for reexamination and rethinking rather than a redoubling of efforts down the wrong road. One is Tony Giddens', author of "The Third Way," a book that has influenced Tony Blair, Bill Clinton and many of the NATO leaders. "We need to find a Third Way in dealing with Kosovo," Giddens told me. "Bombing is the first way, and it's clearly not working."
It will be much easier to find a Third Way if the fate of the refugees is put center stage during the NATO summit. Catching a glimpse of the homeless in the nation's capital can only help.
