Cifutet jane rasti i vecante i nje kombi te tere i debuar nga atdheu i tyre dhe te shperndare per 2000 vjete ne shume shtete te tjera. Kudo kane qene minoritet (fetar) dhe si te tille kane qene ne shenjester te cdo sundimtari te secilit shtet. Kuptohet qe per instikt vetembrojte, si minoritet gjithmone cifutet kane treguar aleance me qeverine e cdo shteti, pavaresisht sesa anti-popullore ka qene kjo qeveri. Si te tille jane pare me dyshim dhe mosbesim nga popullsia vendase.
Ndersa pjesa derrmuese e tyre gjate shekujve u asimilua nga ana kulturore ne shtetet ku jetonin, nga ana fetare ata ngelen te pa asimilueshem, pra gjithmone ne minoritet. Mos harrojme se kriteri kryesor i organizimit te shoqerise ne shtete ne 1850 vjet nga 2000 vjetet e fundit ka qene feja, jo kombi. Kombi dhe shteti -komb jane nocione fare te reja (te 150-200 vjeteve te fundit).
Pra cifutet kane qene gjithmone minoritet pa shtet meme e pa mbrojtje te nje shteti. Qe te kuptosh pak a shume, ketu ka nje paralelizem midis shqiptareve dhe cifuteve persa i perket urrejtjes te cilen kane provuar duke jetuar ne shoqeri si minoritete (krahaso demonizimin e shqiptareve te Kosoves gjate ekzistences se shtetit jugosllav ku shqiptaret ishin pakice JO-SLLAVE dhe shteti meme Shqiperia ose ishte i paafte ti mbronte ose ishte i mosinteresuar ti mbronte).
