Why is difficult making peace between
Palestinians and Israelites?
From more than fifty years the Palestinians and Israelites are fighting and cannot find the way to live together in peace. When I been in Lebanon I saw these problems closer. This is the reason why I choused to write about this topic. This essay will analyze the topic in two major parts. Firstly the historical background of the conflict (in order to show how came the five big issues), next the reasons of the collapse of “peace process”.
In the past fifteen years there has been a significant burst of historical scholarship on the origins and dynamics of the Arab-Israeli conflict. In its essentials, the revised history holds that the Palestinian – Israeli conflict is rooted not in mindless Arab anti-Semitism but in Zionism’s insistence that a Jewish state must be created in Palestine, despite the fact that for over 1,300 years it had been inhabited by Arabs, who in twentieth century wanted political independence in and sovereignty over their homeland.
The Jewish claim to Palestine is also based on the Balfour Declaration of 1917, witch promised a national homeland in Palestine for the Jewish. However the Balfour Declaration did not promise Jewish sovereignty over Palestine; and in any case, the Palestinians argue, it was simply a unilateral imposition of British colonialism, witch ignored the wishes and political rights of the indigenous peoples.
In any case when Britain began allowing Jewish immigration into Palestine 1n the 1920s and 1930s, it met with a strong resistance from Arabs – witch in turn engendered Jewish violence and terror. The violence convinced the British and later the UN that Palestine had to be partitioned.
The partition plan of UN has been “accepted” by David Ben Gurion, Israel’s first prime minister only as a necessary tactical step that would later be reversed. In 1937 Ben–Gurion sends this letter to his son: “A partial Jewish state is not the end, but only the beginning . . . We shall organize a modern defense force . . . and than we will not be prevented from setting in other parts of the country . . . We will expel the Arabs and take their places . . . with the force at our disposal.”
In any case the Zionist acceptance was limited to only part of the plan, the part that established the state of Israel. The other fundamental element of the plan, (and of every other serious compromise plan for settling the conflict from 1947 to nowadays), was the establishment of an independent Palestinian state alongside of Israel. Not only did the Zionists reject such a compromise, they worked actively to prevent the creation of Palestinian state 1n 1948 and for the next fifty years.
On the other hand by the year 1947, the Israeli army began implementing a detailed strategic plan (Plan D) for dealing with Palestinians. The plan called for the “destruction of villages (setting fife to, blowing up and planning mines in the remains), especially those population centers witch are difficult to control continuously” and “mounting [of] operations according to the following guidelines: encirclement of the village and . . . in the event of resistance . . . the population must be expelled outside the borders of the state.”
In 1948, after the Israeli army wins the war, the expulsion of Palestinians grows up. This crated the refugee problem and led the Palestine Liberation Organization (PLO) movement in the refugee camps in Lebanon, Syria, Jordan, and Egypt. When the PLO began crossborder guerrilla raids on Israel, the Israelis retaliated in massive way, and the following cruel circle of conflict precipitated the 1956 Arab-Israeli Suez War, the 1967 War, and the Israeli invasions of Lebanon especially in 1982. All triumphed by Israel.
The first meaningful agreement between Israel and PLO was the Oslo accords of September 1993, negotiated by Arafat and Prime Minister Rabin of Israel. The accords called for a mutual recognition of Israel and PLO, and a five year transitional period under which Israel would gradually withdraw its troops and administrative structures from the major Palestinian population centers in favor of the Palestinian Authority (PA), the temporary Palestinian government until an independent state was established. At the end of transitional period, there would be a permanent settlement based on Security Council resolutions 242 and 338, which called for the departure of Israeli forces from the territories conquered in 1967. In turn Arafat promised to end anti-Israeli violence in occupied territories and even to directly cooperate with Israeli security forces.
Tow years after the Oslo agreements were signed; Rabin announced a detailed plan for a final settlement: there would no return to the pre-1967 borders; a united Jerusalem; including the Jewish settlements in the West Bank and Gaza would remain there under Israeli sovereignty; free access to and military control over the settlements would be guaranteed by a series of new roads to be built thought the territories; Israeli’s security border will be Jordan river valley, deep inside of Palestinian territory. What the Palestinians would get was an “entity”.
After Rabin’s assassination and the accession of Shimon Peres, Israeli policy became even harder. In the spring of 1996, Peres authorized the assassination of the leader of “HAMMAS” Yahya Ayyash; in retaliation, Palestinian fundamentalists killed dozens of Israelis in a series of urban bombings. Following the bombings and a disastrous Israeli intervention in southern Lebanon, the largest since 1982, the Israeli public turned against Peres and elected Benjamin Netanyahu.
Under Netanyahu, the Oslo process effectively came to an end: by May 1999 when the transition process was supposed to have been completed the Israeli occupation over most of the West Bank and Gaza was still in force, the settlement process was continuing, Israel was tightening its grip on East Jerusalem, the road network was expanding, economic closures of the territories had become harder, and Netanyahu refused to enter into the Oslo-required negotiations for a permanent settlement.
After Ehud Barak took office in 1999, came the Camp David summit negotiations in July 2000. Even if the general opinion is that Barak proposes were generous and Arafat was unwilling to compromise the detailed analyze shows a complete deferent thing. First of all Barak’s purposes were verbal and he refused to allow the creation of an official record. Barak proposed to annex “a small block” from West Bank, which is ten times bigger than Tel Aviv and contained 120,000 Palestinians, more, then settler population. Moreover the territorial exchange what “generosity” of Barak proposed, was ten percent of what Israel was taking from Palestine. Second it was nothing but desert.
The independence of the Palestinian state would have been severely compromised by the continuation of Israeli military control throughout the new state. Next the situation of Jerusalem would have been intolerable for Palestinians. Since 1967 the Israeli policy had control over all Jerusalem. Both the Arabs and Israelis want the full control over the old city. Because of the entire Muslim world insisted on undivided Muslim sovereignty over Haram Al Sharif, Arafat has little choice on the matter.
Another intractable issue was the refugee’s return. Almost no Israeli can accept that. Palestinian insists that all the refugees have the right to return to their homes. The “return” of some three million Palestinians, would mean that after a short time there would no longer be a Jewish majority in Israel. However there are no contemporary models for tow peoples long at war with each other suddenly becoming capable of living in peace and harmony within the confines of one small state.
To sum up the fifty years conflict came in nowadays with five major issues: the borders of the Palestinian state, the Israeli settlements, the Jerusalem problem, the division of West Bank water, and the refugee issue. With the election of Ariel Sharon and beginning of last intifada, the “peace process” has been collapsed. The terror and violence controls the situation. After months of bloody fight between Israeli army and Palestinian guerrillas, started again the diplomatic tentative, first to stop the violence and after that to start again with the long procedure of making peace. In Beirut summit prince Abdullah came with a new plan. Recognizing the Jewish state from all Arab countries and in return the resolve of five issues and others from Israeli government. Maybe this is going to resolve the problem or maybe not. Both because it is no much more powerful than Palestinians and because it is primarily responsible for the continuing Israeli Palestinian conflict, Israel has the main responsibility for averting a catastrophic escalation and finally reaching a fair settlement. Yet Israel has never been willing to acknowledge its role in the origins and dynamics of the Arab-Israeli conflict, has never been willing to acknowledge its moral responsibility for the plight of the Palestinians. Blinded by Zionist ideology and by the real history of Jewish victimization, Israel has failed to realize that in this conflict-shockingly-it is Israel that is oppressor and the Palestinians who are the victims.
