    Professor Doctor Bamir Topi was born in Tirana on April 24, 1957 in a native Tirana family of intellectual and civil traditions. He is married and has two daughters. His parents paid particular attention to the education of their three sons and this is demonstrated by the professional and social success they have achieved. The family of Prof. Dr. Topi has given a great contribution to the development of Tirana ever since its foundation up to the present times. After graduating from the Agricultural University of Tirana, from the Veterinary Medicine Faculty with high grades, Prof. Dr. Bamir Topi started work in Petrela where he was distinguished for the dedication and abilities in the fields of Toxicology and Pharmacology. For these reasons, in 1984 he was appointed a Scientific Researcher at the Institute of Veterinary Scientific Researches until 1995. During the period 1987-1990 he attended post-graduate studies in Italy in the field of Molecular Biology and at the conclusion of those studies, he received the title Doctor of Sciences. After his return from Italy, Prof. Dr. Topi was appointed Director of the Food Safety and Veterinary Institute, a position held until the end of 1995. During the activity in this Institute as the Director and Scientific Researcher, Prof. Dr. Topi gave a western world physiognomy to this important institution of the country. Alongside his work as Scientific Researcher, Prof. Dr. Topi has carried out a dense academic activity in preparing the educational curricula of the Toxicology and Pharmacology subjects for the students and postgraduates of the Veterinary Medicine Faculty while at the same time he was also a Lecturer of these subjects for about a decade. Due to this activity and to numerous scientific and pedagogical publications, Mr. Topi earned the title of Professor in 1995.

    Alongside the scientific and pedagogical activity, Prof. Dr. Topi has carried out an intense political activity as well which originates at the beginning of the democratic movement in Albania in 1990. He was first elected as a parliamentarian of the Assembly of Albania in 1996 and was appointed Minister of Agriculture and Food where he served until 1997 when the Democratic Party became the opposition. Prof. Dr. Topi has been elected thrice as parliamentarian of the Assembly of Albania, twice as Deputy Chairman of the Democratic Party and Head of the DP Parliamentary Group. Throughout all his political and public activity Prof. Dr. Topi has been distinguished and widely hailed as a politician of a moderated profile, as very active in resolving the crisis between the ruling majority and opposition and as a protagonist of political agreements and various parliamentary initiatives. Prof. Dr. Topi has incessantly been present in the Albanian and foreign mass media with his constant and coherent positions regarding the different domestic realities. Prof. Dr. Topi was elected President of the Republic of Albania on July 20, 2007.

    Mr. Nurja was born in Scutari on February 16th, 1962, In 1987 he graduated in Mechanics, profiled in Industry-Energy from the Engineering Faculty. From 1987 until 1992 he worked as an Engineer of the Hydraulic Automatics at the Koman Hydroelectric power plant (pike ketu - Borix) From 1992 until 1997 he worked as the Director of the Vau i Dejės Hydroelectric power plant. During 2000-02 he served as the Deputy Mayor of Scutari. From 2002 until 2003 he worked as an Instructor and Coordinator of Instructions in all the municipalities of Albania in the framework of the Dutch Compass Program. During 2002-05 he was employed a local expert by international institutions. In 2003 he was as well a member of the Scutari City Hall Council and member of the Headship of Scutari District Council. Mr. Nurja is a member of the SOROS Foundation Public Administration Directing Board; Head of the Scutari Branch of the Albanian Atlantic Association and Vice President of the MESHBUSH Environmental Association based in Scutari; Administrator of the Development Policies Centre NGO. In 1996 Mr. Nurja was decorated by the President of the Republic with the “Pishtar i Demokracisė” (Torch of Democracy) medal. During the period of 1996 until 2007 Mr. Nurja has attended various seminars and professional trainings in France, Germany, Poland, Hungary, Netherlands, etc. organized and run by the Sogreah Institute, USAID, Stability Pact, Compass, OSCE, etc. Mr. Nurja is a good connoisseur of two foreign languages.

    Mr. Metani was born on January 29, 1974. He graduated in 1996 from the Faculty of Justice of Tirana University. Then in July 1997 he graduated from the Central Europe University at the Legal Studies Department earning a Master (LL.M.) on the Comparative Constitutional Right in Budapest, Hungary. In May of 1998 Mr. Metani earned another Master (LL.M.) from the Faculty of Justice of the Utah University in Salt Lake City, Utah, United States on the Environment Right. He worked at the United States Treasure Department, World Bank, from September 1995 until December 1995 as Legal Assistant and Translator in a World Bank and United States Treasure Department project in Tirana. He worked in the Parsons, Behle & Latimer legal firm in Salt Lake City, Utah, United States from 1997 to 1998. Mr. Metani has also worked for the Organizing Committee of the Winter Olympic Games 2002 – Salt Lake City in Utah, United States during 1997-98. From 1999 until 2002 he worked at the Open Society Foundation for Albania (Soros) as Coordinator of the Justice Program. Mr. Metani from November 1998 up to the present is also a Lecturer Assistant Pedagogue in the Tirana University by lecturing the subject of Constitutional Right at the Faculty of Justice. He serves as the Legal Adviser at the Cabinet of the President of the Republic of Albania since April of 2000. Mr. Metani is a connoisseur of three foreign languages. (dmth Z.     Prof Dr. Sali Berisha

    Born on October 15, 1944 Sali Berisha graduated at the medical faculty of the University of Tirana in 1967 “with honors”. [...]

    Upon his return to Albania Berisha initiated a research program in homodynamic (lol!) that attracted considerable attention among his colleagues in Europe. He was selected in 1986 as a member of the European Medical Research Committee of WHO, headquarters in Copenhagen where he worked for the elaboration of scientific researches strategies for “Health for all” of Berisha’ international cardiological research studies were important and original; (nuk ka zot dhe linguist, pervec Brarit, ta kuptoje kete) they were published in prestigious European Western Medical magazines and journals. In 1989 he was awarded the title Professor at the Tirana University.

    With the death in 1985 of the Albanian dictator Enver Hoxha, Sali Berisha hoped that the country’s new leader, Ramiz Alia, would repudiate his predecessor’s hard-line Stalinist policies young and encourage change (wtf?!)
    But, along with a growing number of Albanian intellectuals, students and young workers he was disappointed when these expectations were not realized. By 1989, as the countries of Eastern Europe began to abandon communism, Mr. Berisha and other advocates of reforms became more outspoken in their calls for change in Albania.

    In October 1989 interview with the Albanian Television service, Mr. Berisha urged the regime to initiate a broad program of liberalization but the taped interview was not allowed to be aired. In early 1990, Berisha urged the regime to expand the scope of reforms by including the establishment of a multiparty democratic political system and a market economy. By the beginning of 1990 Mr. Berisha had emerged as one of the most respected spokespersons for the reform movement in Albania.

    In an interview for the Albanian Writers League newspaper published also in the international press, Berisha demanded that the remaining barriers to freedom of thought and expression be ended, that Albanians be granted the right to travel freely within the country and abroad, and that Albania abandon its isolationist foreign policy. At an August 1990 meeting of the nation’s intellectuals convened by President Ramiz Alia, Mr. Berisha urged the Albanian Party of Labor (APL) to abolish the third article of the communist constitution which sanctioned that the Party of Labor had the hegemony of the Power and to recognize Human Rights Charter, the drafting of a new democratic constitution, and remove all monuments of Stalin in the country.

    In an article, published in the “Bashkimi” newspaper on Sept. 17, 1990, Mr. Berisha condemned what he termed the “cosmetic reforms” of the Alia regime, which had only served to aggravate unrest within the nation. Without political pluralism, he argued, there could be not true democracy in Albania.

    In December 1990, Berisha joined in the very first day, a series of students demonstrations that forced the government to approve the establishment of a multi-party system, Mr. Berisha emerged as the leader of Democratic Party (DP), the first and largest of the new opposition parties. He was formally elected DP chairman in February 1991 at the party’s first national congress. Although the PD was unable to match the organizational and financial resources of the APL in the March 1991 parliamentary elections, it won 39 percent of the popular vote and emerged as the main opposition party in the People’s Assembly.

    When the newly elected APL government, however, was unable to govern the country following the outbreak of a general strike called by noncommunist trade unions, the DP agreed to participate in a coalition government mandated to address the nation’s economic problems and make arrangements for a new election. By December 1991 Mr. Berisha and DP had become sufficiently alarmed (looool - mjaft te alarmuar) by the continued deterioration of the economy, breakdown of law and order, and reports of official corruption to withdraw from the ruling coalition and request new elections. The March 1992 parliamentary elections resulted in a dramatic reversal of the results of the previous year, with the Democratic Party winning 62 percent of the popular vote and 92 of the 140 seats in the People’s Assembly. Following the resignation of President Alia, the DP-dominated People’s Assembly on April 8, 1992, elected Sali Berisha to the position, as the first noncommunist head of state.

    Following his election as the President of Republic of Albania, Mr. Sali Berisha and the democratic government were engaged into a profound course of political, economic, institutional, legislative and multifaceted reforms.

    Therefore, the complete privatization of land and residencies, as well as, (?) of all small and medium state enterprises was accomplished over the period ’92-’96; the prices and the exchange rate were fully liberalized and, Albania changed from a country of a three figure inflation rate and economic growth regression of – 20% into a country with one figure inflation rate and with an average economic growth rate of 9% in ’92 and, in ’93 – ’96, 75% of GDP was generated from the private sector.     Albania opened towards the West; it became a member of Council of Europe in 1995; it signed the Partnership for Peace Agreement in 1993 and it established a close cooperation with EU countries and USA.

    All laws of communist dictatorship were replaced with new laws of European standards and a series of institutions, which have not been in place before, like Constitutional Court and High Council of Justice were established. (lol!)

    In ’97, right after the rebellion organized by the former communists, who took advantage of the fraudulent pyramid schemes collapse, Mr. Berisha resigned from the President’s Office, since DP turned into an opposition (ahahhahha) party in the general parliamentary elections and he was, then, elected the Chairman of Democratic Party and this is a position that he has been holding from ’97 up to date. lol!

    Mr. Berisha led the coalition of the center right wing parties in the general political lections held in 5 rounds in June-August 2001. Although OSCE/ODIHR International Election Observation Mission called these elections as manipulated ones, the coalition won 37% of the votes.

    On the 1st of July 2005 Sali Berisha leaded a coalition of five right center parties, which eventually won a majority of 74 MP’s from a total of 140. He was appointed Prime Minister of Albania on the 8th of September 2005, with a majority vote of 81 MP’s.


    He has married Liri Rama, a pediatrician, and the couple has two children, a daughter, Argita, and a son, Shkelzen. He (who? Shkelzen?) has a good command of the English, French, Italian and Russian language.

    Une e kam pa vete edhe nga perkthyesit e notereve se si perdoret gjuha e huaj me fjalor perpara , duke u mundu me i dhene nje forme edhe nje kuptim asaj gjose qe donin me thon e jo me perkthu as nje cope dokument .

    Rendesi ka deshira per komunikim se imagjinojeni vete qe kjo lloj gjuhe e huaj flitet me teper me dur e me gishta lol .

    Me duar e gishta mund ta flasin kategorite e atyre qe futen tek Lubonja dhe italianet lol.

    Por jane faqet zyrtare dhe nuk mund te kaperdihet me nje "rendesi ka deshira per komunikim", sepse te qesh bota.

    I kam derguar nje email kryeministrise, por eshte njelloj si Papa (jo ky i forumit) qe kerkon te flase ne telefon me Perendine.

    Borix, mire ke bere qe ia ke nisur emailin, por a e ke vene brenda tij dhe si duhej te ishte teksti qe te quhej i nivelit te duhur te anglishtes?
    Ka raste qe perkthyesit megjithese mund te jene me shkolle te larte e madje dhe me shkolle pasuniversitare, prape nuk e njohin gjuhen aq mire sa njerez (sidomos studente) qe e kane kryer shkollen e larte e kane jetuar per vite me rradhe ne vendin ku flitet gjuha ne fjale. Ne kete rast dikush qe jeton prej 10 vitesh ne SHBA apo Britani te Madhe dhe ka bere dhe shkollen e larte domosdo qe e njeh me mire se dikush qe e ka mesuar anglishten nga Shqiperia.

    Sigurisht qe nuk ia kam vene tekstin, sepse t'u beja punen. THjesht i thashe te rishikojne shume aspekte gramatikore dhe gjuhesore ne pergjithesi - vendet e ndajfoljeve, koherencat, etj. Fol me murin, kane kaluar disa muaj, i njejti shkrim, madje, eshte fryre me shume.

    Epo nese nuk e ke nisur tekstin si e mendon ti te sakte, mos prit te shohesh qe do ta bejne permiresimin vete, mes te tjerash pikerisht per shkak te sa te kam shkruar. Versioni ne faqet zyrtare eshte versioni me i mire qe mund te japin ata qe paguhen per ate pune.

    Tirana was established in 1614 from Sulejman Pasha from the village of Mullet. Firstly, he constructed a mosque, a bakery and a Turkish Sauna.


    The three hypothesis for the origins of Tirana's name

    1- “Tirana “, it is thought that comes from the word “ Theranda”, mentioned in the ancient Greek and Latin sources, that aborigines called Te Ranat, because the field was formed as a result of stiff materials that the waters from the surrounding mountains brought.

    2- “Tirana“ comes from “Tirkan“. Tirkan was a castle in Dajti‘s mountainside. Even nowadays, there exist the ruins of this ancient castle that dates with the beginning of the I-century B.C. This is thought to have been the castle that the Byzantium historian Prokop (VI-century) called the Castle of Tirkan.

    3- “Tirana“ comes from old Greek, “Tyros” which means dairy. It is thought that this variant remained, because in the field of Tirana, the shepherds of the nearby areas used to trade dairy products.

    Jo, nuk jam dakord me ju Dita, sepse perkthyesit qe kemi jane ata te cilet duhet t'i kushtojne seriozitetin maksimal. Por, meqenese neper te tilla institucione ekziston nje strukture vertikale e rrjedhjes se informacionit, atehere shefat e departamenteve perkatese as qe duan tia dijne, sepse jane vete te manget ne kulture dhe arsimim.

    Gjithesesi, nese kemi ne forum ndonje kryeminister apo minister, ben mire ta ndryshoje tekstin se na qesh bota.

    Problemi i gjithe kesaj eshte se ato fraza qe jane kapur aty jane perkthyer e jo interpretuar.

    Do ishte shume mire sikur ai qe ka pergatitur keto versione anglisht te lexonte jeteshkrimet e personave ne fjale, t'i kuptonte ato, t'i perkthente me mendje ne vete ne anglisht, e me pas t'i parafrazonte e t'i formulonte si fjali.
