    Balkan Youth Partnership Programme Funding for Exchange Visits of
    Youth NGO Members in Albania, Bosnia and Herzegovina, Bulgaria, Croatia,
    Kosovo, Macedonia, Montenegro, Romania and Serbia
    Balkan Youth Partnership Programme

    What is the Balkan Youth Partnership Programme?
    The Balkan Youth Partnership Programme is an exchange programme
    run by the Balkan Children and Youth Foundation (BCYF). The
    Programme provides opportunities for representatives from child-
    and youth-serving NGOs in different Balkan countries to visit one
    another in order to share information and technical expertise.

    Areas of learning
    The key programmatic areas for information exchange and learning
    covered by the Partnership Programme are: employment, technology,
    non-formal education, health, civic education and democracy
    building. The areas of community service, culture and the
    environment are also eligible. In addition, technical areas such
    as fundraising, sustainability, grantmaking, monitoring and
    evaluation, and project planning are eligible areas for exchange.

    Eligibility
    The Partnership Programme is open to applicants from child- and
    youth-serving NGOs in Albania, Bosnia and Herzegovina, Bulgaria,
    Croatia, Kosovo, Macedonia, Montenegro, Romania and Serbia.

    Applicants should be aged 18 or over. They should possess a
    certain level of experience in programme development and be in a
    position to influence programming in their own organisation based
    on what they learn during the exchange. The applicant
    organisation should send no more than two participants.

    Available funding
    The Partnership Programme will provide successful applicants with
    funding for the following up to a maximum of USD1500:

    Accommodation
    Meals
    Travel between the countries
    Travel within the countries
    Purchase of relevant publications
    This funding is available for maximum two persons per
    organization. In addition, the Programme will fund the
    administrative costs of the host organisation up to a maximum of
    USD300, according to the length of the visit and the level of
    organisation required.

    Visit Guidelines
    Prior to applying, applicants should contact the organisation
    with which they wish to work and ensure that there is mutual
    interest in the exchange. In addition, they should agree on the
    purpose of the exchange, identify objectives, determine an
    appropriate length of time and jointly develop a visit schedule.
    Exchanges need not be reciprocal.

    Visits should last for up to 7 days, excluding travel time.

    Assessment of Applications
    Applications will be assessed according to the following criteria:

    Clearly articulated outcomes showing how the exchange will
    strengthen the programmatic and/or technical capacity of the
    applicant organisation.
    Possibility that the exchange outcomes will positively influence
    the children and youth sector as a whole in the applicant's
    country.
    A well thought out, appropriate visit schedule.
    A clearly presented, reasonable budget.
    Appropriateness of the background and position of the individual
    applicants.
    Non-eligible projects
    The Partnership Program is not covering the costs for the
    following purposes:

    participation at conferences, trainings, camps, etc.
    organize workshop or training event

    in English and sent via e-mail by one of the following dates: 20
    April, 30 June, or 30 September, 2003.

    The International Policy Fellowships (IPF) program was launched
    in April 1998 as a program of the Open Society Institute-Budapest
    to identify and nurture the next generation of open society
    leaders in the countries of the former Soviet Union, Central and
    Eastern Europe, Central Asia, South East Asia and Mongolia. IPF
    joined forces with the Center for Policy Studies when it was
    established in late 1999 and began offering training to Policy
    Fellows to develop their capacity to write professional policy
    documents, identify appropriate policy instruments, and
    effectively advocate policies-skills that remain underdeveloped
    in countries where the Soros foundations work.

    DESCRIPTION:

    The Faculty of Law at the University of Toronto is pleased to
    announce the creation of a Graduate Scholarship in Reproductive
    Health Law, to be awarded to students pursuing the degree of
    Master
    of Laws (LL.M.) or, in exceptional cases, Doctor of Juridical
    Science
    (S.J.D.) within the Faculty's Graduate Programme. The
    Scholarship is
    designed to permit a law graduate from Africa, the Middle East,
    Latin
    America, the Caribbean, Central or Eastern Europe, or Asia, who
    has a
    demonstrated record in the protection of reproductive and sexual
    rights to undertake advanced research and study in this emerging
    field of law. Applications from Brazil, India, Mexico, Nigeria,
    Argentina, Colombia, Chile, Peru, or the countries in Central and
    Eastern Europe are particularly encouraged.

    The Graduate Programme at the Faculty of Law is designed to permit
    students of outstanding merit to undertake advanced research and
    study in law. It is a competitive programme admitting
    approximately
    50 students each year from all regions of the world.

    The Graduate Fellowship in Reproductive Health Law is designed to
    enable a law graduate to explore the legal and ethical issues in
    reproductive and sexual health, such as the multiple causes of
    maternal mortality; barriers to availability of and access to
    reproductive health services; the prevention and treatment of
    sexually transmitted diseases, including AIDS; and abusive sexual
    relationships. Beyond the required graduate seminar in Alternative
    Approaches to Legal Scholarship and the foundation course in
    Reproductive and Sexual Health Law, course work is designed on an
    individual basis.

    Students are encouraged to select other courses relevant to their
    plan of study, such as courses addressing medical law and ethics,
    national and international protection of human rights including
    women's rights, family law issues including violence against
    women,
    feminism and the law, law and development and law and society
    issues.
    Given the Faculty's support of interdisciplinary approaches to
    legal
    scholarship, students holding this Fellowship may also register
    for
    courses in other departments of the university and in Women's
    Studies
    and Bioethics through the Collaborative Degree Programmes.

    In addition to formal courses, students are encouraged to
    participate
    in workshops held at the Faculty of Law, the Joint Centre for
    Bioethics and the Centre for Research on Women's Health. Students
    are
    also encouraged to undertake an internship related to their
    research
    for approximately 10 weeks with a relevant organization, arranged
    through the Faculty's International Human Rights Programme.

    ACADEMIC REQUIREMENTS:

    Applicants to the LL.M. degree programme must hold a Bachelor of
    Laws
    (LL.B. or JD) degree from a recognized university, or possess
    equivalent qualifications in law, and must normally have achieved
    a
    B+ or comparable standing.

    The full-time LL.M. programme is designed as a 12-month programme.
    The thesis intensive LL.M. involves a minimum eight credit hours
    of
    coursework and the writing of a major thesis of approximately 100
    to
    120 pages under the supervision of a faculty member. The
    coursework
    intensive LL.M. involves a minimum of twenty-four credit hours of
    coursework and the writing of a shorter thesis of approximately
    50 to
    60 pages, in the context of one course.

    An applicant for the S.J.D. programme must either hold an LL.M.
    from
    a recognized university or possess equivalent qualifications (e.g.
    significant publication record), and must normally have achieved
    a B+
    or comparable standing. The S.J.D. programme has a residency
    requirement of one academic year; however, the completion of the
    thesis work usually takes a further two years beyond this
    requirement
    and students are required to remain in residence as long as they
    are
    in receipt of scholarship funds.

    Admission to both programs is competitive and not all candidates
    holding the minimum qualifications can be admitted.

    English Fluency - Written and Oral

    It is essential that applicants to either programme have a
    sufficient
    command of the written and spoken English language. Applicants
    whose
    primary language is not English and who have not completed at
    least
    one year of coursework at a post-secondary institution where the
    language of instruction is English must have completed one of the
    following tests at the time an application is submitted: Test of
    English as a Foreign Language (TOEFL), International English
    Language
    Testing System (IELTS) or the Michigan English Language Assessment
    Battery (MELAB). Details of these tests and minimum score
    requirements can be found in the application package.

    VALUE (subject to funding availability):

    Fellowships provide a living stipend of up to CDN$15,000. In
    addition, this scholarship will also cover academic tuition and
    student fees. The scholarship may also include a stipend to
    support
    a ten week internship.

    TERMS AND CONDITIONS:

    After completion of the graduate programme, Scholarships holders
    must
    return to their home country and reside there for a minimum of
    two
    years. The purpose of the two-year home residency requirement is
    to
    ensure that the Scholarship holders fulfill the objective of the
    Fellowship programme, the international protection and promotion
    of
    reproductive and sexual rights in the targeted countries.

    "Central and Eastern European Countries inside and outside the
    European Union: Avoiding a new divide"

    Vilnius, Lithuania, May 13 - 15, 2004

    The Main Conference Theme

    As we meet in May 2004, an historical change will have taken
    place in
    Europe. Several former communist countries of Central and Eastern
    Europe will have joined the European Union, an unprecedented
    voluntary association of democratic states with market economies,
    and
    its emerging Constitutional identity. The entire structure of
    political, economic, and social relations in Europe will change.
    What
    will be the impact of this change to public policy and
    administration
    in countries both inside and outside the EU borders? What will
    the
    challenges be of this new membership to public policy and
    administration of the new member states? What actions will need
    to be
    taken to avoid the new divide between them and the other
    countries of
    the region, and to harmonize the way in which public interests
    are
    followed throughout the entire continent?

    Papers are invited on the main themes of the conference:

    A. Problems facing the new Member States

    Administrations of the new member states (NMS) have focused more
    on
    gaining accession rather than preparing a solid base for
    membership.
    They have concentrated more on "becoming" rather than "being"
    during
    the preparatory period. Thus, there is a real danger that there
    will
    be de facto two European Administrative Spaces.

    Specific themes will include:

    · The Convention and its implications for the future of
    European administration.
    · The competences of central public administrations vis-à-vis
    enlargement.
    · Building NMS capacities to enforce the acquis communautaire.
    · The roles and competences of the representatives of NMS in
    European institutions.
    · The capacities of regional public administrations to
    participate in EU programs and the risks of mismanagement of EU
    funds.
    · The hopes and fears of the population associated with
    enlargement.
    · The Lisbon strategy and its implementation, the social and
    economic consequences of membership and what new institutions and
    approaches will be required to cope with them.
    · The potential for a coordinated effort of the NMS to face the
    challenges of membership.

    B. Problems facing the States outside the enlarged European Union

    Outside the enlarged European Union, there will remain a large
    number
    of states, each at different stages of development, with
    different
    relationships both with the EU and with each other. What
    potential
    will there be for further enlargement? What are the
    developmental
    risks and opportunities for them, their public policies and
    administrations in the new situation throughout the continent?

    Specific themes will include:

    · How to accelerate institution building and administrative
    learning and adaptation (e.g. learning from the administrative
    transformation strategies applied recently in the NMS).
    · Strengthening specific administrative capacities to
    collaborate with the EU.
    · The efficiency of such programs as Accession Partnerships and
    the activities covered by the Stabilization and Association
    Processes

    C. Common problems

    All CEE countries face a set of common challenges in public
    policy
    and administration. NISPAcee is a natural setting for mutual
    inspiration and learning how to cope with them. Not only can we
    learn from positive experiences but also from one another's
    mistakes.

    Specific themes will include:

    · The role of NMS in bridging EU states and CEE countries:
    o Information exchange and sharing of experiences.
    o Common administration capacity building.
    · Paralysis of policy-making, particularly of its strategic
    dimension.
    · How to fight against corruption and conflicts of interests.
    · Facilitating administrative learning and adaptation through
    transfer of knowledge and experience from the old to the NMS, and
    from the NMS to other CEE countries:
    o Networking of training and educational institutions;
    o Improvement of public service exchange programmes;
    o New roles and responsibilities for NISPAcee member
    institutions in training and research.


    Working Groups

    Several NISPAcee working groups will meet during the conference.
    More
    information on these working groups (which will be included in
    the
    conference programme) and the requirements for participation,
    will be
    available on the NISPAcee website from July 2003.

    The following permanent working groups will hold their meetings
    during the conference:

    - Working group on Politico-Administrative Relations
    - Working group on Public Sector Quality
    - Working group on Democratic Governance of Multiethnic
    Communities
    - Working group on Public Sector Finance and Accounting

    Newly established working group:

    - Working group on Strategic Leadership in Central Government

    Other working groups which are under consideration:

    - Working group on e-government
    - Working group on capacity building of civil servants training
    system according to EU requirements

    Other Conference activities

    Several panel sessions are planned to be included in the
    conference
    programme:

    - European Accreditation of Public Administration Programmes,
    - Forum for Young Professionals,
    - Forum for the Heads of the Training Centres and Institutes of
    Public Administration.

    Others - on presentation of different projects and relevant
    activities - could be included during the finalization of the
    programme.

    In addition an annual NISPAcee Business Meeting will be held
    during
    the conference and all NISPAcee members are cordially invited to
    participate.

    The Woodrow Wilson International Center for Scholars is currently
    accepting applications for its 2004-2005 fellowship program. The
    Center awards approximately 20-25 residential fellowships
    annually to
    individuals with project proposals in a broad range of the social
    sciences and humanities on national and/or international issues.
    Men
    and women from any country with outstanding capabilities and
    experience from a wide variety of backgrounds are encouraged to
    apply. Fellowships are awarded on a competitive basis, and

    Job Description


    The Albanian Institute for International Studies (AIIS) is an Albanian
    think-tank employing an enthusiastic group of people that are
    well-qualified and experienced in various fields of international relations
    and security issues. It is focused on contemporary issues, particularly in
    the Balkans, on development and prognoses of political, security and ethnic
    questions, identification of conflicts, conflict prevention, and conflict
    resolution. Also, it aims to address issues stemming from Albania'
    Euro-Atlantic integration process, particularly from the point of view of
    the domestic reforms necessary to achieve EU standards.



    AIIS is looking for candidates for the position of researcher. AIIS will
    offer a renewable one-year contract that includes a competitive wage and
    benefits to the successful candidate. S/he will write policy and academic
    papers. The person that will be selected will deal with research on
    security, transition to democracy, European Union and NATO integration and
    economic development issues. S/he will write project proposals, conduct
    fieldwork and write final reports on projects dealing with the
    above-mentioned issues. Furthermore, s/he will be expected to contribute
    to and edit an AIIS-sponsored quarterly journal.



    Qualifications



    The successful candidate must meet the following requirements:



    q A diploma from a Western university, preferably in European Studies
    or political science, international relations or economics. However, AIIS
    encourages candidates that have completed their studies in other social
    sciences to apply as well.

    q A Master's degree is preferred, but it is not a must. However, the
    quality of work that is expected from the candidate will be quite high, and
    a Master's degree would be quite helpful in this regard.

    q Excellent knowledge of English and Albanian. The successful
    candidate must have excellent research and writing skills in both
    languages. A good knowledge of another language is preferred but not
    necessary for this position.

    1. THEME: Business Cooperation and Business School
    Cooperation: New Opportunities within CEEMAN

    The case should focus on a business or leadership response or
    initiative related to the overall theme. It might deal for
    example with broad issues of B2B cooperation, strategic
    alliances, joint ventures, and other forms of collaboration. It
    might also deal with similar forms of cooperation among business
    schools. Last but not least, the case might also deal with
    learning partnerships and other forms of collaboration between
    businesses/entrepreneurs and business schools. The case might

    KOSOVO TRUST AGENCY (KTA)

    Contract: International

    PURPOSE AND SCOPE OF THE POSITION

    The Kosovo Trust Agency (KTA) was established by United Nations
    Interim Administration Mission in Kosovo (UNMIK) and given
    administrative authority over Publicly- and Socially-owned
    Enterprises operating in Kosovo. The authority of the KTA
    includes any action, which the KTA considers appropriate to
    preserve or enhance the value, viability or governance of the
    enterprises under its authority. The KTA has wide ranging powers
    to monitor, control, transform and restructure the enterprises
    under its supervision, exercised through general management
    oversight.

    Under the supervision of the Chief of Staff and in close
    collaboration with the designated counterparts of the various
    Publicly Owned Enterprises (POEs) and other KTA key staff, the
    Senior Procurement Officer will be responsible for the proper
    conduct of KTA procurement, capacity building of procurement
    units and personnel within POEs under KTA administration, the
    development and implementation of procurement procedures and
    training of local staff.

    DUTIES AND RESPONSIBILITIES

    Serve as a senior procurement and contracting expert with
    responsibility for the procurement of a wide variety of supplies
    and services associated with complex (technically and legally)
    contracts and procurement activities.
    Provide technical advice on procurement activities to officials
    of POE procuring entities during all phases of the procurement
    cycle.
    Analyze and evaluate procurement requests and ensure
    appropriateness of technical specifications.
    Develop and prepare complex contracts for procurement of non-
    routine and technologically advanced commodities or long-range
    services; issue international tender invitations; evaluate
    responses to tender; make recommendations for finalization of
    purchases awarding of contracts; sign procurement orders up to
    authorized limits, and, in cases where the amount exceeds
    authorized signature authority, prepare submissions for review
    and subsequent approval by the authorized official.
    Develop new tactical approaches to contracts, as well as new
    methods for their application, based on market research.
    Contribute to development of institutional procurement policies
    and procedures; develop standards and criteria for the evaluation
    of goods, services, supplier capacity, etc.

    Education - Advanced university degree (Masters Degree) in

    Engineering, Law or other relevant discipline, or equivalent
    combination of education and experience. Additional study or
    training in accounting or law, or a recognized qualification in
    procurement preferred.
    Professionalism - Complete, in-depth grasp of procurement
    techniques, practices and operations, and ability to address
    broader issues of procurement in terms of impact at the program
    and institutional level; seasoned knowledge of internal
    procurement policies, practices, procedures; seasoned working
    knowledge of contract law and expertise in handling complex
    procurement and contracting of highly complex and technologically
    advanced goods and services; ability to develop procurement

    Process is to be participatory, involving all staff in each field
    office.
    11. Responsible for timely submission of accurate and
    professional Mercy Corps country reports to the Director, Program
    Operations, including board reports and mid-year program reviews.
    12. Coordinate overall country budgets, manage budget within
    approved spending levels and establish an annual cash flow plan
    broken down by month to ensure a steady and adequate supply of
    funds for program activity. Ensure accurate and timely financial
    reports to donors and Mercy Corps headquarters.
    13. Exercise sound judgement to ensure program expenses are
    reasonable, allocable and prudent. Ensure all program funds are
    spent in accordance with donor rules and regulations.
    14. Conduct himself/herself both professionally and personally in
    such a manner as to bring credit to MC and in no way jeopardize
    our humanitarian efforts.

    Filmmakers are invited to participate in the Human Rights Watch
    International Film Festival, scheduled in New York City, from
    June 11 to 24, 2004.

    As the festival has a limited staff and budget, and reviews
    hundreds of films each year, there is a strict policy on
    submissions. Interested filmmakers should e-mail a brief synopsis
    of their films or videos, and a brief filmmaker biography, to
    John Anderson at andersj@hrw.org.

    All e-mailed submissions will be reviewed, and the festival
    committee will contact you if they are interested in screening a
    VHS copy of your film or video. The submission deadline is
    January 10, 2004.

    The festival does not charge any fees for submissions and does

    SNV/Albania has been operating in Albania since 1993. In 2002, the organization has embarked on a proces of transition, shifting from project implementation to advisory services for local partners and clients involved in local governance, including local government agencies and civil society organizations at district, regional and national levels. From May 2003 onwards, SNV/Albania continued with a new transitional team of advisors and support staff, and a combination of existing and new partners/clients. Advisory services are being provided to partners/clients, with a primary focus on the thematic area of local governance.
    Currently, SNV/Albania operates in three geographical areas, of which Fier region in the central west of the country is one. Seniro Advisor will lead a team of SNV colleagues with complementary expertise. At present, this team consists of one other advisor and support staff, based in Fier town. However, new and/or continuation agreements with partners/clients are expected to fill the new team activity portfolio.

    Senior Advisor will be responsible for the development of an aggregated portfolio, consisting of advice and support activities with partners and clients in Fier region, and with other relevant agencies related to these activities. As Senior Advisor, s/he is responsible for signing agreements and contracts within the region, and for the team’s (portfolio) planning and M&E coordination. The Senior Advisor will therefore assume advisory, support, coaching and management responsibilities both towards partners/clients and towards SNV colleagues. Direct supervisor is the Director, SNV/Albania in Tirana. Reporting and performance evaluations will occur under his/her supervision.

    The Senior Advisor’s main responsibilities are:
     To overall manage the Fier team portfolio, secure its maintenance and expansion at local and regional levels, including initiating and formalizing agreements with partners/clients;
     To coordinate the planning, monitoring and evaluation of the Fier team portfolio activities;
     To manage the regional office, personnel and security matters of the Fier SNV team;
     To advise and support the management and staff of local government partners and clients, particularly in the fields of decentralization and planning, monitoring and evaluation issues;
     To advise and support the other SNV teams in Albania, as well as the SNV/Albania management on the development of its organizational policies and programme strategies.
    Requirements:
    Educational background: University degree MSc or MA, preferably in social sciences, public administration or related fields

    Description duty station:
    Fier region is a populated, industrialized and urbanized area in the coastal lowlands of Albania. Due to its fertile soils the region has potential for agricultural production and the nearby beaches offer opportunities for tourism. However, the region has been a centre of industrial activites for many decades, leaving it with a heavy heritage of pollution and ecological decline. Main source of pollution is the oil exploitation and processing industry with rather obsolete technologies. The Fieri winters last from December to February and are rather mild (not far below zero). The summers are dry and very warm (35-40). The security and safety situation is quite good.
    Fier city has around 150.000 inhabitants and is the major city in the region. It is located some 2½ hours drive (115 km) from the national capital city Tirana. The tarmac road is not very good at places, but easily accessible by normal car. The archaeological site Apollonia (Greek-Roman) is located just 20 km outside Fier city. Not far either, the mediaeval town of Berat can be found. Nice beaches are around Vlore, one hour drive from Fier. Medical services in town are of moderate quality. Pharmacies are present everywhere. Education is in the Albanian language only (in Tirana are two international schools). Good housing is available, if desired with garden. Electricity supply (220V) is fairly good, although power cuts occur regularly. For sensitive equipment, stabilizers and backups are advisable. Regular water supply can be problematic; the quality is rather bad. However, most houses have a water reservoir. Fier has many shops; availability of food and other supplies is good and variety is continuously increasing.
