Q. At the end of the passage of the interview that I played for you you said, "When I happened to be at an arrest and when I was asked what, what should I do, I simply said: Send him to Klecka, meaning in fact send him to Klecka because I did not know of anywhere else."
And that's in fact what you did, isn't it, Mr. Buja, during June and July of 1998? When persons were arrested in your area, you gave
instructions to send them to Klecka.
A. When it is spoken of arrest here, it refers to the escort of the person that we suspected had entered the war territory with special
intentions. Simply, this was about the isolation of that person so that he could not harm our positions. We would then escort this person,
assign two, three soldiers to escort them to Klecka, and we controlled the journey to the destination. This was kind of a security measure in order to secure our position.
Q.
And when this happened, when persons you suspected entered the war territory with special intentions, are you talking about Serbs or Albanians?
A. It refers to Albanians because Serbs did not enter that territory. Serbs rarely entered that territory, only when they would use the road Peja-Pristina. The Albanians who were suspect of being collaborators were known to the entire population and they did not enter
this territory. The territories that were controlled by the KLA were usually penetrated by different persons who we didn't know and whose
intentions were not familiar with us, therefore we had to be cautious in our actions.
I will here illustrate this issue with another example. If the person did not tell us the reason of his visit and insisted on going to his destination, as is the case with Adem Demaqi, a well-known personality, we would then keep that person for five hours in a row until
he told us the reason of his journey and then we would escort him to the area of Klecka. I am not the person who could assume responsibility for stopping those people were returning them back, but my responsibility was to pay attention for the territories where I was operating and the soldiers who I assigned to escort the persons in the direction of Klecka. In Klecka there was also -- there were also civilian population who could know the person that we stopped, and that's why we actually directed them in that direction.
